How to make Billows
What you will need:
- 2x 36' 3/8" wooden dowel (or to preference)
- Sandpaper (sand dowels to desired smoothness)
- Scarf (dance veil) (the 5mm China Silk 35x84 and 45x108 all work well) - you will either want to order them with the "billow" seam in place, or you will need to sew a pocket in the top of the scarf like the black line indicates in the image below:
